CELPIP Score Requirements for Canadian Immigration

Your CELPIP score is reported as a CLB (Canadian Language Benchmark) level. Different immigration programs have different CLB minimums — this guide explains exactly what you need for each pathway.

Important: CELPIP scores are CLB scores

Unlike IELTS, which requires a score conversion to CLB, CELPIP scores map directly to CLB levels on a 1:1 basis. A CELPIP score of 9 in any skill = CLB 9 in that skill. No conversion needed.

CELPIP scores each skill on a scale of 1–12. Each score corresponds directly to a CLB level.

Express Entry

Express Entry is Canada's primary system for skilled worker immigration. Language test results affect both eligibility and your CRS (Comprehensive Ranking System) score.

Federal Skilled Worker (FSW)

Minimum: CLB 7 in all four skills

This is the hard eligibility minimum. Scores below CLB 7 in any skill mean you do not qualify for the FSW stream.

Canadian Experience Class (CEC)

Minimum: CLB 7 (NOC 0 and A) or CLB 5 (NOC B)

The minimum depends on your job's NOC code. Most professional roles fall under NOC 0 or A (requiring CLB 7).

Federal Skilled Trades (FST)

Minimum: CLB 5 in Reading and Writing; CLB 4 in Speaking and Listening

The lowest English minimum of the three streams. Trades applicants have lower language requirements because the work is primarily physical.

Language and CRS Points (FSW)

Language proficiency contributes up to 136 CRS points (first official language, no spouse). Each skill is scored separately and points increase with CLB level.

Provincial Nominee Programs (PNPs)

Each province sets its own language requirements. Most align with or exceed Express Entry minimums. Requirements change periodically — always verify with the official provincial immigration website before applying.

Ontario (OINP)

CLB 7 (most streams)

British Columbia (BC PNP)

CLB 4–8 depending on stream

Tech stream: CLB 7+. Entry-level trades: CLB 4

Alberta (AAIP)

CLB 5–7 depending on stream

Rural Renewal stream: CLB 5. Skilled Worker stream: CLB 7

Quebec (QSWP)

French language assessed separately

CELPIP only accepted for English component; TEF/TCF for French

Saskatchewan (SINP)

CLB 4–7 depending on occupation

Highly Skilled Worker: CLB 7. Entrepreneurs: CLB 4

Manitoba (MPNP)

CLB 5–7 depending on stream

Skilled Worker Overseas: CLB 7. Local immigration pathway: CLB 5

Canadian Citizenship

To become a Canadian citizen, applicants between the ages of 18 and 54 must demonstrate adequate knowledge of one of Canada's official languages (English or French). IRCC accepts CELPIP-General as proof of English language ability.

Citizenship minimum: CLB 4 in all four skills

This is the lowest CLB requirement of any federal immigration pathway. Applicants with a CELPIP score of 4 or higher in Writing, Speaking, Reading, and Listening meet the language requirement for citizenship.

Note: This refers specifically to the language proficiency component of citizenship. Meeting the language minimum does not guarantee citizenship approval — other requirements (residency, knowledge test, etc.) apply. Verify current requirements at canada.ca.
